Which companies fall under the scope of the mandatory Energy Efficiency Act?
An energy survey is mandatory for all large-scale enterprises regardless of their industry.
A large-scale enterprise is a company that
- employs more than 250 people or
- has net sales of more than €50 million and balance sheet total of more than €43 million.
- An energy survey must be prepared regardless of whether the company is operating in its own or rented properties.

Mandatory Energy Efficiency Act
The Energy Efficiency Act (energiatehokkuuslaki, 1429/2014) obligates large-scale enterprises to renew their energy survey every four years. Our Energy Survey for Enterprises aims to improve the energy efficiency of companies and increase their opportunities to save energy.
An energy survey for a large-scale enterprise must include, for example, a survey of total energy consumption. The total energy consumed by a business may consist of the energy consumed in its offices and production processes, as well as the energy consumed by its vehicles in the form of fuel, for instance. Our Energy Survey for Enterprises also includes property-specific site surveys. The survey report lists the key opportunities to save energy. A report regarding the survey will be submitted to the Energy Authority. The person performing the survey must be a qualified person verified by the Energy Authority.
A company may be exempted from this obligation if it is using a certified ISO 50001 or ISO 14001 quality management system and the energy-efficiency system ETJ+, and these systems cover at least 95% of the company’s energy consumption.
